California’s Changing Regulatory
Environment |
State level regulatory agencies were reacting to the increase
of telecommunications activity in the state by introducing
new regulations and legislation. These new regulations
affected the way telecommunications carriers obtained
permits, licenses and environmental clearances. BHC RHODES was
part of a presentation and discussion panel that addressed
the new issues the carriers were facing. The presentation
expounded on what rights carriers had to use public rights
of way in the state and how the state Public Utilities
Commission could regulate these uses. A second major element
of the presentation addressed environmental and archaeological
laws and regulations. A distinction was made between those
projects that needed to comply with the stringent state
environmental protection laws and those which were exempt.
The presentation closed with the panel answering various
questions from the audience and providing specific strategies
for complying with the regulations. |
